El Paso County Sheriff's Office Arrests Prolific Criminal, Illegal Immigrant in Security

On January 30, 2025, the El Paso County Sheriff’s Office Regional Communications Center received a 911 call reporting an unknown individual breaking into vehicles in the 5000 block of Preminger Drive in the Security/Widefield area of unincorporated El Paso County.

El Paso County Sheriff’s Office Patrol deputies responded to the area and quickly located the suspect’s vehicle, which had two occupants inside. After a brief pursuit, the suspects turned onto a dead-end road on Gossamer Street. Both suspects fled on foot in opposite directions.

Patrol deputies deployed a drone to track the fleeing suspects.  The drone operator successfully located one of the suspects as he ran toward Grinnell Boulevard and the Fountain Valley School. The drone operator tracked the suspect until deteriorating weather conditions forced it out of operation. Using the suspect’s last known location, deputies were able to locate and apprehend him on the Fountain Valley School property.

The F-150 used by the suspects in this incident had been reported stolen from the Colorado Springs area in November 2024. Upon searching the vehicle, deputies recovered a stolen firearm—also reported stolen in November—along with 1.5 grams of heroin, a large quantity of marijuana, and items consistent with narcotics distribution. Additionally, deputies found numerous stolen retail items, suggesting further criminal activity.

The suspect was identified as 41-year-old Jose Daniel Paramo Guerra based on his Mexican driver's license. Paramo Guerra had multiple personal identification documents, including immigration documents, in his possession. Based on his criminal activity, the Sheriff’s Office coordinated with our federal partners at U.S. Immigration and Customs Enforcement (ICE) to confirm his identity. These documents were determined to be fake and associated with other people.

The second suspect has not yet been located. However, efforts continue to identify and locate them.

Paramo Guerra was booked into the El Paso County Jail on the following charges:

  • 18-4-409 Motor Vehicle Theft
  • 18-4-502 First-Degree Criminal Trespass (Auto)
  • 18-5-102 Forgery
  • 18-4-401 Theft
  • 18-18-407 Special Offender
  • 18-9-116.5 Vehicular Eluding
  • 18-18-403.5 Unlawful Possession of a Controlled Substance
  • 18-18-428 Possession of Drug Paraphernalia

He is currently held on a $50,000 bond in the El Paso County Jail.

“This case is a stark reminder of the daily dangers my deputies face in the mission to keep our community safe,” said El Paso County Sheriff Joseph Roybal. “Thanks to their quick response, teamwork, and use of technology, a dangerous criminal is now off our streets.

“This individual has repeatedly exploited false identities to evade accountability and justice. He is a convicted felon with a history of using fraudulent identities in the commission of violent crimes. My office remains committed to holding offenders accountable and ensuring the safety and security of our citizens.”
