In late April of 2022, law enforcement personnel from the El Paso County Sheriff’s Office, the Colorado Springs Police Department, and the Pueblo Police Department began independent homicide investigations that occurred in their respective jurisdictions. Those specific investigations are as follows:

100 block of East 24th Street, Pueblo, CO
Colorado Springs Police Department
Investigation began on April 25, 2022 / Homicide of Unidentified Male
Airport Road and Murray Road, Colorado Springs, CO
Through the course of their respective investigations, a single suspect was identified as being responsible for each of these homicides and arrest warrants were obtained. That suspect was identified as 21-year old Carlos Ulises Diaz.
On Thursday, May 19, 2022, detectives assigned to the Violent Offender Fugitive Task Force (VOFTF), a regional task force comprised of Colorado Springs police officers, El Paso County deputies, and the U.S. Marshalls, and members of the Pueblo Police Department’s Special Investigations Division, took Diaz into custody without incident at an address in Pueblo. He is currently being held at the El Paso County Jail on 4 counts of First Degree Murder. His mug shot is attached to this media release.
The investigating agencies do not believe these crimes were random, and all of the victims were known associates to the suspect. Even though an arrest has been made, these are all blended, active, ongoing criminal investigations. All three agencies continue to follow up on investigative leads and are working to identify witnesses. To ensure the integrity for all of these investigations, specific details directly related to these investigations will not be discussed at this time. Any future information related to each investigation will be released through the respective agency’s Public Information Office.
Additionally, CSPD needs assistance in identifying the victim in their investigation. The male victim is possibly Hispanic, and appears to be in his early to late 20’s. A composite sketch of the victim, which includes an ‘Aztec Eagle Tattoo’ on his chest, is attached. A still image from video surveillance recovered in Pueblo is also included and is believed to be the unidentified victim. CSPD requests assistance from our media partners and the public in identifying the victim in this investigation.
