At approximately 6:55 A.M. today, the El Paso County Sheriff’s Office (EPSO) Communications Center received a 9-1-1 call from a male party claiming to have killed his wife. The caller abruptly disconnected, but the phone's location was traced to the vicinity of Walsen Road in unincorporated El Paso County.
Research on the phone number led to a potential associated address in the 13800 block of Horsetail Terrace in Colorado Springs.
Shortly after, another call was received by the EPSO Communications Center, reporting a body was dumped near the 600 block of Walsen Road. Deputies responded and discovered a deceased female.
The Colorado Springs Police Department was requested to conduct a welfare check at the Horsetail Terrace address. The male, who made the initial 9-1-1 call, already arrived at the Colorado Springs Police Department's Falcon Substation, where he was detained by officers. He was identified as 79-year-old Stephen Chan.
The El Paso County Sheriff’s Office Investigations Division has responded and assumed the investigation.
Stephen Chan was charged with First Degree Murder and Kidnapping. The name of the victim will be released after identification is made by the El Paso County Coroner’s Office.
