Two Charged After Near-Fatal Overdose Incident at the El Paso County Jail

Without the quick and decisive actions of Deputy Klein and the medical staff at the El Paso County Jail, this individual would likely have died. This dangerous drug does not belong in the El Paso County Jail, and if you bring it into my jail, you will be held accountable.” - Sheriff Joseph Roybal

On June 1, 2024, Deputy Klein, assigned duties, at the El Paso County Jail was alerted to a medical emergency and found 45-year-old Tommy Mills unresponsive. Deputy Klein immediately began performing CPR. After multiple doses of Narcan were administered by members of medical staff, Mills became responsive. Mills was transported to a local hospital, where he informed deputies, he willingly ingested a small amount of Fentanyl.

El Paso County Sheriff’s Office detectives initiated an investigation and located 4.1 grams of Fentanyl inside Mills' cell. Detectives learned Mills' cellmate, 46-year-old Ryan Morgan, smuggled the Fentanyl into the El Paso County Jail. Mr. Morgan was recently sentenced to the Department of Corrections and it is believed the drugs were intended to be sold once he was transported to the Department of Corrections .

On July 2, 2024, Ryan Morgan was charged with Distribution of a Controlled Substance, Unlawful Possession of a Controlled Substance, Introduction of Contraband in the Second Degree, and Possession of Contraband in the Second Degree. Morgan is currently held in the Department of Corrections on his previous charges.

Mr. Mills was charged with Possession of Contraband in the Second Degree and Unlawful Possession of a Controlled Substance. He is being held on a $10,000 bond.
