On Friday, June 26, 2020, Christopher Rogers (DOB: 8/20/95), a Deputy Sheriff with the El Paso County Sheriff's Office was charged with Third Degree Assault and First Degree Official Misconduct. The criminal investigation was conducted by the Colorado Springs Police Department (CSPD). Rogers was served a summons by CSPD and released on a promise to appear in court. Both are misdemeanor crimes.

On January 17, 2020, at approximately 9:50 PM, an inmate, Brian Clark died while in custody in the El Paso County Jail.  Clark was housed in the medical section at the time and died despite immediate life saving measures by deputies, medical staff and first responders. There were two Sergeants and eight deputies involved.

On Wednesday, May 27, 2020, the Sheriff's Office was notified by the 4th Judicial District Attorney's Office the Sergeants and Deputies actions were legal, appropriate and justified.

As the global COVID-19 information continues to develop, the Sheriff is working diligently in collaboration with El Paso County Public Health and other County leadership to prepare for the spread of COVID-19. The situation is rapidly evolving and being monitored closely. We continue to adhere to the guidelines and recommendations of El Paso County Public Health and the Centers for Disease Control and Prevention.

On June 27, 2019, at approximately 4:00 AM, a 57-year-old male in custody at the El Paso County Jail had a medical episode.  He was transported to the medical section for evaluation when his behavior became erratic and then self-harming. Deputies restrained the inmate in an attempt to reduce injuries to the male, where he then became unresponsive.

Lifesaving efforts were conducted both by in-house personnel and medical first responders.  They were unable to resuscitate the male and he was pronounced deceased at 4:33 AM. 

The El Paso County Jail, located at 2739 E. Las Vegas Street, is at a critical point in managing the inmate population as it reached record highs today of 1,839.  “The only jail in El Paso County is again bursting at the seams,” says Sheriff Bill Elder of the El Paso County Sheriff’s Office.  The last record was set in August of 2017 with 1,791 inmates.  At today’s population, the jail is at a critical place in which the Sheriff and the staff are feeling the pressures of too many inmates and not enough space or personnel. 

Sheriff Bill Elder will be holding a press conference on Tuesday, May 8, 2018, at 3:00 PM, at the Office of the Sheriff, located at 27 E. Vermijo Avenue, where he will introduce the Coordinated Unit Response to Behavioral Health Calls (CURB).

Mental health affects all aspects of law enforcement from interactions on the street to having an inmate population of approximately 60% who suffer from some form of mental illness. 

El Paso County Sheriff's Office Announces T4C (Time for Change) Graduation

The El Paso County Sheriff's Office is pleased to announce a graduation ceremony for eight inmates who have successfully completed the T4C program at the Criminal Justice Center.  The graduation ceremony will be held Thursday, January 11, 2018, 2:30 PM, at the El Paso County Criminal Justice Center Jail, 2739 East Las Vegas Street in the Veteran’s Ward.

The El Paso County Jail, located at 2739 E Las Vegas St., is at a critical point in managing the inmate population as it reached record highs today of 1,791.  “The only jail in El Paso County is bursting at the seams,” says Sheriff Bill Elder of the El Paso County Sheriff’s Office.  The last record was set in September of 2016 with 1,781 inmates.  At today’s population, the jail is at a critical place in which the Sheriff and the staff are feeling the pressures of too many inmates and not enough space or personnel.

A moratorium on non-violent misdemeanor offenses not requiring incarceration has been in effect since August 29, 2006.  These offenders have been and will continue to be served and released on summons.
