Sheriff’s Office Launches Blue Envelope Program to Support Safer Interactions Between First Responders and Individuals with Disabilities

The El Paso County Sheriff’s Office is proud to announce the launch of the Blue Envelope Program, a community initiative designed to enhance communication and safety during interactions between law enforcement and individuals with disabilities such as autism spectrum disorder, dementia, hearing impairment, or other conditions which may affect responses.

Program participants place their essential documents inside a clearly marked blue envelope and present it to first responders when needed. The envelope serves as a signal additional communication, accommodation, or awareness may be required. In addition to the envelope, participants will receive blue envelope stickers and informational wallet-sized cards to further support clear communication with deputies and other first responders.

“We are launching this program with the commitment of our community and law enforcement partners across the Pikes Peak region,” said El Paso County Sheriff Joseph Roybal. “The Blue Envelope Program strengthens understanding, prevents miscommunication, and helps ensure every encounter between deputies and individuals with disabilities is handled with patience, compassion, and respect.”

The envelope provides practical guidance for both drivers and deputies. For drivers, it includes instructions, space for emergency contact and medical information, and helpful reminders to make interactions smoother. For law enforcement, it outlines communication tips such as speaking calmly, using simple language, minimizing physical contact, and reducing background noise. These tools help create safer, more supportive interactions from the start.

The program is part of a nationwide initiative aimed at promoting understanding, preventing misunderstandings, and upholding the dignity of all individuals.

“This program is about building trust and ensuring all members of our community feel supported,” Sheriff Roybal continued. “I am grateful for our partners and their shared dedication to this effort.”

Participation in the Blue Envelope Program is free, and no identification is required.
