On July 8, 2026, at approximately 8:00 AM, the El Paso County Sheriff’s Office Regional Communications Center received a report of an individual allegedly impersonating a peace officer near mile marker 296 on Highway 24 in western unincorporated El Paso County.
According to the caller, an adult male driving a black Dodge pickup truck identified himself as a peace officer while directing traffic in the area. At the time of the report, the license plate provided by witnesses returned no information.
Deputies from the El Paso County Sheriff’s Office and officers from the Manitou Springs Police Department responded to the area but were unable to locate the suspect.
Through investigative efforts, the owner of the black Dodge truck was identified as 51-year-old Garrett Duffy, who was known to be armed and aggressive toward law enforcement.
Duffy was recently taken into custody by El Paso County Sheriff’s Office deputies on July 4, 2026, on multiple charges and was released from the El Paso County Jail on July 7, 2026, after posting a $10,000 bond.
Deputies also learned Duffy had been taken into custody by the Teller County Sheriff’s Office in connection with a separate incident on July 8, 2026, where he remains in custody.
Based on available evidence in the alleged impersonation, El Paso County deputies charged Duffy with the following:
- Impersonating a Peace Officer
- Violation of a Protection Order
These charges are in addition to Duffy’s original charges from July 4, 2026, which include Menacing with a Real or Simulated Weapon, Resisting Arrest, and Second-Degree Assault.
He is currently being held at the Teller County Jail on a $22,800 bond, as determined by Colorado statute.
Subsequently, Duffy will be extradited to El Paso County, where he will be held on an additional $10,000 bond, as determined by Colorado statute.
