The El Paso County Sheriff’s Office is proud to announce the release of its 2024 Annual Report, showcasing a year of measurable progress, strengthened community partnerships, and continued commitment to Sheriff Joseph Roybal’s strategic pillars: Community Trust, Reduce Victims, Quality Service, and Legislation.
The 2024 Annual Report provides a comprehensive look at the Office’s accomplishments across all areas, including the Administrative Management Bureau, Detention Bureau, Law Enforcement Bureau, and Office of the Sheriff.
Highlights include:
- Hosting three POST-certified Regional Academies to maintain full staffing and provide training to regional partners.
- Expanding the Office’s mental health and medical programs within the El Paso County Jail, and announcing a new medical provider, VitalCore, to serve our incarcerated population.
- Enhancing public safety through technology and equipment upgrades, including new fleet vehicles, UAV operations, and computer system modernization.
- Continuing regional collaboration through cross-deputization with Teller County and partnerships with law enforcement and community organizations to improve safety and reduce crime.
- Significant community engagement through outreach events, educational programs, and volunteer initiatives—resulting in a 20 percent increase in public communications and outreach.
- Ongoing legislative advocacy to strengthen public safety laws and oppose measures which undermine law enforcement and citizen protections.
Sheriff Roybal emphasized the report represents the combined efforts of the nearly 1,000 sworn deputies, professional staff, and more than 200 volunteers who serve the citizens of El Paso County every day.

The report also highlights continued investment in employee well-being, including the revamped Peer Support Program and the expansion of training opportunities for professional development. Through its volunteer programs and specialized units like the Mounted Unit, Search and Rescue, and Wildland Fire Unit, the Office continues to build trusted connections with citizens and strengthen the county’s emergency response capabilities.
