Arrest on Maxwell Street: Drugs and Children Found Inside Vehicle

On September 3, 2025, at approximately 3:25 AM, El Paso County Sheriff’s Office Patrol deputies were conducting a directed patrol on Maxwell Street in the Stratmoor Valley area of unincorporated El Paso County when they observed a blue Ford Focus occupied by several individuals.

Deputies approached the vehicle and discovered three children and an adult female inside. The adult, later identified as 38-year-old Kimberly Harris, was asleep in the driver’s seat. Several pieces of drug paraphernalia were visible to deputies.

Harris was taken into custody without incident. For the safety of the children, deputies removed them from the vehicle before conducting a search. The search revealed additional paraphernalia, along with 0.1 grams of methamphetamine and 3.0 grams of heroin.

The Stratmoor Hills Fire Department arrived and provided care for the children, who were later transferred to the custody of the El Paso County Department of Human Services. Fortunately, none of the children required medical treatment.

During the booking process, deputies learned Harris has three prior drug convictions. She was booked into the El Paso County Jail on the following charges:

  • Unlawful Possession of a Controlled Substance
  • Possession of Drug Paraphernalia
  • Child Abuse

She is being held on a $1,000 bond.

Sheriff Joseph Roybal stated:

“I want to thank our deputies for their proactive policing efforts, which once again helped protect innocent members of our community from dangerous circumstances. I also want to recognize the Stratmoor Hills Fire Department for their quick response and the compassion they showed to the children involved. This case is a reminder of the challenges our first responders face every day and the importance of working together to safeguard the most vulnerable.”
