Sheriff’s Office Traffic Unit and Colorado State Patrol Air 1 Locate and Arrest Prolific Criminal

On July 10, 2026, at approximately 11:46 PM, deputies with the El Paso County Sheriff’s Office Traffic Unit initiated a traffic stop near Peterson Road and Palmer Park Boulevard in unincorporated El Paso County for observed traffic violations.

The driver, later identified as 69-year-old Robert Bullard, refused to comply and fled the area in his vehicle. A records check revealed Bullard had multiple active felony and misdemeanor warrants. Deputies learned Bullard had absconded from a re-entry program or halfway house.

As part of a planned traffic surge operation, multiple law enforcement units and Colorado State Patrol Air 1 were already in the area and began searching for Bullard.

During the search, Bullard had fled on foot and abandoned his vehicle. After a brief foot pursuit, deputies took him into custody.

“I am grateful for the joint efforts of my Traffic Enforcement Unit and our regional partner, Colorado State Patrol, which ultimately led to the arrest of a prolific criminal,” said El Paso County Sheriff Joseph Roybal. “This arrest demonstrates the value of coordinated law enforcement efforts and proactive traffic enforcement. When individuals choose to flee from deputies, they place innocent motorists, pedestrians, and first responders at risk. Our deputies remain committed to holding offenders accountable while working every day to keep our roads safe.”

Bullard was transported to the El Paso County Jail and is charged with Vehicular Eluding, Community Corrections Residential Violation, Unauthorized Absence, Resisting Arrest, Reckless Driving, and multiple traffic violations.

He has a $2,400 bond and a non-bondable hold as determined by statutory guidelines.
