El Paso County Sheriff’s Office Launches Construction Flagging Certification Program to Support Successful Reentry for Incarcerated Population

The El Paso County Sheriff’s Office is creating new pathways to success for incarcerated individuals by providing industry-recognized construction flagging certification designed to prepare participants for meaningful employment upon their release.

The program equips participants with valuable skills in traffic control procedures, workplace safety, and construction flagging operations through practical, hands-on training. By earning a Colorado Department of Transportation (CDOT) flagger certification, participants gain qualifications which can help them secure employment in the construction and transportation industries, where trained flaggers are in high demand.

Today, five incarcerated individuals became the first graduates of the program, successfully earning their CDOT construction flagging certification.

“One of our goals is to provide citizens in our custody with opportunities to prepare them for a successful future,” said El Paso County Sheriff Joseph Roybal. “Programs such as this give participants practical, job-ready skills which can lead to stable employment, helping them build productive lives after incarceration. When we invest in rehabilitation and workforce development, we strengthen not only the individual but our entire community.”

Employment is a key factor in reducing barriers to reentry, promoting financial independence, and decreasing the likelihood of future involvement with the criminal justice system. By investing in workforce development, the El Paso County Sheriff’s Office is helping participants build confidence while creating opportunities for long-term success.

The El Paso County Sheriff’s Office extends its sincere appreciation to the Colorado Department of Transportation (CDOT) for its partnership and support in making this program possible. Through this collaboration, participants can earn a respected industry credential which opens the door to future career opportunities.
