El Paso County Sheriff’s Office Arrests Two in Stratmoor Hills Burglary Incident

On August 31, 2025, at approximately 12:30 a.m., the El Paso County Sheriff’s Office Regional Communications Center received a 9-1-1 call reporting two individuals breaking into a residence in the 300 block of Loomis Avenue, located in the Stratmoor Hills neighborhood of unincorporated El Paso County.

The caller observed a male and a female walking around the property before entering the residence. Deputies responded immediately and located the suspects inside. The residence is currently under renovation and has been the target of previous break-ins.

Deputies arrived on scene, made entry into the residence, and took 46-year-old Jennifer Clark and 45-year-old Andrew Bicknell into custody without incident.

Clark was booked into the El Paso County Jail on charges of First-Degree Criminal Trespass and Obstructing Government Operations. She was later released on a PR bond.

Bicknell was booked on charges of First-Degree Criminal Trespass and Obstructing Government Operations. He is currently being held on a no-bond parole violation warrant. Records show Bicknell is a prolific offender, having been booked into the El Paso County Jail 26 times since 1996.

“I am grateful for members of our community who see something and say something,” said El Paso County Sheriff Joseph Roybal. “This is an example of the importance of strong community partnerships, neighborhood watch groups, and home security and surveillance. Community members who want to learn more about protecting their homes and neighborhoods should contact their local law enforcement. We provide several services and programs to increase neighborhood safety and prevent criminals from victimizing residents and businesses across the Pikes Peak region.”
